On October 21, 2026, OpenAI announced the expansion of ChatGPT advertising to 26 additional countries, bringing the total to 89. For businesses in Israel, one detail is particularly practical: Israel appears on the official Ads Manager availability list as a country where the self-service advertising interface can be used. This does not mean every business should immediately launch a campaign, but that the channel can be evaluated based on actual access conditions.

The expansion comes alongside two developments changing advertisers' work: LiveRamp enables audiences based on business data to be activated within ChatGPT Ads, and Google is testing advertising formats in AI Mode. For an Israeli business, the question is how to prepare an offer, landing page, and measurement approach for reaching a customer in the middle of an inquiry, without confusing an advertisement with an organic appearance in an answer.

Israel is on the access list, but check what your account offers

OpenAI's availability page states that the legal entity advertising and receiving the bill must be based in a country marked as available. Israel is marked accordingly. This confirms self-service access; it is not an inference from ChatGPT being usable in Israel. The company also distinguishes account creation from service availability in the advertiser's country.

The access list does not detail all exposure conditions, language support, or the availability of every additional tool in the same place. Before promising a client a Hebrew campaign for a local audience, check the country, language, billing, and requested format options in the account. The global number does not establish that every capability is available in the same form in every market.

For business planning, distinguish a store serving customers in Israel from an Israeli company selling abroad. The first needs to assess suitability for its local service; the second needs to check fit with the customer's country, language, and purchase terms. This is a planning recommendation, not a statement that a particular campaign has been approved or has an audience of a known size.

What changes when an advertisement meets a conversation?

OpenAI describes ad matching through several relevance signals, including conversational intent. When ad personalization is enabled, selected signals from the user's broader ChatGPT usage may also be included. Advertiser guidance emphasizes clear wording that explains what the product offers, whom it suits, and when it helps.

A useful preparation follows: start with a need rather than a slogan. In a hypothetical example, a business software provider could prepare one message about switching from an existing system, another about small-team work, and another about reporting needs. Each should explain a different real capability and lead to a page detailing it. Three nearly identical versions are not three answers to different needs.

In the same guidance, OpenAI recommends a relevant destination, such as a product or service page, rather than automatically sending users to the homepage. Check that the page continues the same promise, presents material limitations, and enables the intended action. If the advertisement concerns a small-business service, readers should not have to search a general catalog for its terms.

LiveRamp connects existing audiences, not conversation content

On September 28, LiveRamp announced first-party audience activation in ChatGPT Ads through RampID. This involves information a business collected through its relationships with customers or prospects, for example in a CRM system or loyalty program. The announcement described using audiences to tailor advertising, reach certain groups, and exclude others.

An availability limit needs to stay beside the promise: at announcement, LiveRamp said the integration was available in 11 key markets, with plans to expand. The sources reviewed did not provide explicit confirmation that LiveRamp audience activation is available in Israel. Ads Manager availability in Israel does not, by itself, verify this integration's availability.

LiveRamp documentation updated on October 14 details a destination for distributing first-party data to ChatGPT Ads, the use of RampID identifiers, and a requirement for an OpenAI Ads API key. It states that Data Marketplace data is not supported in the described integration. Clarify the exact data route before preparing an audience for activation.

A business already working with a customer database should start by reviewing list quality, information sources, and permissions for the intended use. Separate active customers, leads that did not convert, and people who should not be contacted. These are internal preparation steps; there is no need to transfer information to a platform simply because a new integration was announced, nor is this a recommendation to buy an additional service without a defined need.

Google is also testing advertisements within AI Mode

Google's experiment is not a new October announcement. On May 20, 2026, the company presented tests of two AI Mode formats: conversational ads called Conversational Discovery, and Highlighted Answers, which allow relevant ads to appear within a recommendation list. According to Google, the formats are labeled as sponsored and include a Gemini-generated explanation alongside the advertising material.

This detail changes how the result should be read. Even when an ad fits a question or appears in a list of options, its sponsored label remains part of its meaning. Such an appearance should not be presented as an organic recommendation by the system. An experiment announcement also does not confirm full availability in Israel or for every account, so check the relevant participation conditions.

Advertisers should prepare product descriptions that make sense even without familiarity with the brand: uses, suitability, conditions, and distinguishing details. This material is useful for testing messages and selecting landing pages even if the specific format is not yet available to the business.

Organic visibility and paid advertising require separate goals

OpenAI states that ads are labeled and separated from ChatGPT answers, and that advertising does not influence the answers themselves. It also says conversations are not shared with advertisers and it does not sell customer data. The expansion announcement states that ads are intended for Free and Go plans, while Plus, Pro, and Enterprise remain ad-free.

Buying advertising therefore does not buy a place in an organic answer. GEO or AEO work focuses on improving the possibility of business content being discovered and used in answers; a paid campaign concerns advertising exposure and attributable results. Explore the distinction in the guide to SEO and GEO for Israeli businesses.

Google's official guide emphasizes that generative search also requires SEO fundamentals: useful original content, clear site structure, and pages that can be discovered and indexed. Meeting the requirements does not guarantee inclusion. Google says no special file or dedicated markup is needed to secure a place in AI answers.

What to prepare before allocating a budget

The recommended next step is a short experiment document with a designated owner, one offer to test, and clear conditions for continuing. Do not start by asking how many impressions can be bought. Start with the action the business wants the customer to take and what they need to see to make a decision.

  • Offer and landing page: Choose a defined service or product and make sure displayed prices and terms match the actual offer.
  • Messages: Prepare variations addressing different needs, without inventing an advantage, recommendation, or result.
  • Measurement: Define a purchase, inquiry, or other meaningful action in advance, and document how its quality will be assessed.
  • Tagging: OpenAI allows UTM parameters in ad URLs. Use consistent names to distinguish campaigns and paid activity from organic activity.
  • Follow-up review: Set a time to examine the data and specify which findings would justify changing the offer, page, or budget.

For an Israeli business, the expansion creates an opportunity to test another channel. Decisions about expanding activity should rest on audience fit, inquiry quality, and measured business results. At the same time, continue maintaining the information customers find on the website and in answer engines, because a good advertisement still needs a business people can understand and evaluate.
